I accomplish the Governor is in a dilemma; if Congress passes the President’s budget, in which there is aid to country and neighbouring sway, then perhaps he would on the side of not to make good the cuts now to mete out a balanced budget in Virginia. So how to arrest the civil effects of clipping $4,000,000,000 some of which may be made superfluous by federal aid?
