Do the kushies - Pull-On Training Pants from walmart go over the underwear?

I prerequisite to start potty training my daughter and I'm planning to buy her the gerber training underwear and I'm looking for something that slips over the underwear so she won't wet the tete- just in-case. I just saw the kushies pull on training pants

no, they are like a leverage up. theres no need to put something like that over underwear, it just causes more laundry.my daughter wouldnt following in pull ups, it gave her the security of a diaper and she used it for one.
